China Ministry of Ecology and Environment Publishes New Controlled List of Pollutants of High Priorities

China Ministry of Ecology and Environment (MEE) has released an updated list of pollutants of high priorities on Dec 29, 2022 in joint announcement No.28 with Ministry of Industry and Information Technology, Ministry of Agriculture and Rural Affairs, Ministry of Commerce, General Administration of Customs, State Administration for Market Regulation. Restriction of these pollutants mainly applies to manufacturing, processing, import and export of such substances. Enforcement date would be March 1, 2023. 

Updated controlled list of pollutants of high priorities covers many persistent pollutants listed under Stockholm Convention, of which China is one of the signatories. The list also has substances that have high impact to environment if they are discharged. Restriction of these pollutants mainly applies to manufacturing, processing#, import and export. Restriction of certain pollutants has exemptions, or extension of deadlines. Below are few highlights of the announcement:
•   Clause 4  All subordinate levels of Ministry of Ecology and Environment, Ministry of Industry and Information Technology, Ministry of Agriculture and Rural Affairs, Ministry of Commerce, Administration for Market Regulation, as well as Customs, shall strengthen the restrictive control of new pollutants in accordance with their duties and responsibilities.
•    Clause 5  This control list would be adjusted as needed according to the actual implementation.
•   Clause 6  This control list would be enforced as of Mar 1, 2023.
