If the FDA asked today, could you prove your product is safe?

That's the question I ask every cosmetic and personal care team I meet. Not "are we compliant?" but "if we had to show the safety of our products today, would we have the data to back it up?"

Most teams hesitate before they answer. That hesitation is worth paying attention to.

What MoCRA really changed

MoCRA gave the FDA more authority over cosmetics than it has had in decades. Facility registration and product listing get most of the attention. But the part that matters most day to day is safety substantiation. The responsible person must have adequate proof that each product is safe, and keep records to support it. You can read the FDA's overview here.

That doesn't mean every product needs the same tests. It means every product needs the right evidence, based on its ingredients, how it's used and who uses it.

Where I see the gaps

In my work with brands, the same four gaps come up again and again.

Safety substantiation. Teams often have test results, but no clear rationale for why those tests were chosen. Substantiation is the story that connects the two.

Microbiology. It's still too often treated as a final check. But contamination risk starts with raw materials, water and the preservative system. The earlier you test, the fewer surprises later.

Stability. A product can pass every test on day one and still change on the shelf. Stability data tells you whether your shelf-life claim holds up over time, and in real packaging.

Documentation. This is where good programs fall down most. If you can't quickly show what was tested, why, by which method, and what the results mean, the testing loses much of its value.

It's rarely a knowledge problem

Here's what I've learned. The teams I work with know their products well. They know the rules. What they often lack is capacity.

A new supplier, a reformulation, a rush launch. Testing gets squeezed, and documentation falls behind. Nobody made a bad decision. There simply wasn't enough time.

That's why MoCRA readiness isn't a one-off project. It's an ongoing process that has to keep pace with every change to your products.

Every formula is made for someone

Behind every product is a person who trusts it's safe to use. Our job, together, is to make sure that trust is backed by data.
