What is CPSC eFiling?

CPSC eFiling is a U.S. Consumer Product Safety Commission (CPSC) initiative that makes product safety data electronic and mandatory for all regulated consumer goods imported into the United States. It helps importers fulfill the latest CPSC electronic filing compliance rules and U.S. import safety standards— reducing risk and streamlining border entry.

Scope of Products

Mandates importers of regulated consumer products submit data from certificates of compliance electronically to U.S. Customs and Border Protection (CBP)

Effective date for most imported consumer products is July 8, 2026. For products imported into Foreign Trade Zones, the effective date is January 8, 2027.

Requirement applies to imported consumer products that must meet mandatory CPSC safety standards. Examples include apparel, mattresses, and toys. See full list

Start preparing now:   Most testing programs run on 12-month cycles. Submit product certificate data during your next testing phase so it’s ready before the July 8, 2026 deadline.  Late or missing submissions may result in costly customs holds or delays.

  • Do domestic/U.S.-made items require eFiling?

    No. However, they still require CPSC certification—not eFiling.

  • Are de minimis shipments exempt?

    No. All qualifying finished goods, regardless of shipment value, require eFiling.

  • Is eFiling required per shipment or per product?

    eFiling is required per product. A certificate can be used for multiple shipments of the same product.

  • Can I see supplier-submitted data?

    Only if access is granted to your Product Registry account.

  • Can Product Registry data be downloaded?

    Yes, data can be exported as a CSV file.

  • Working with a broker?

    If you file a Full PGA Message Set via CBP’s ACE, work directly with your broker—no need to submit to CPSC Product Registry.
