2026 China RoHS Compliance Catalogue Updates

China Ministry of Industry and Information Technology (MIIT) has collaborated with 7 other China ministries and administrations and complied the "Catalog of Compliance Management for Restricted Use of Hazardous Substances in Electrical and Electronic Products (2026 Edition)" (hereinafter referred to as the "Compliance Management Catalog 2026") and the "Exemption List for Restricted Substances in the Compliance Management Catalog (2026 Edition)" (hereinafter referred to as the "Exemption List 2026") on May 28th 2026, under the Announcement No. 11 of 2026 issued by MIIT. While "Catalog of Compliance Management for Restricted Use of Hazardous Substances in Electrical and Electronic Products (First Batch)" and the "Exemption List for Restricted Substances in the Compliance Management Catalog" issued by Announcement No. 15 of 2018 of MIIT shall be repealed from the date of the announcement. 

More Electrical and Electronic Products are put under the Compliance Management Catalog 2026. These new categories shall meet the new requirements as of August 1st 2027.

Product categories have increased from 12 to 33 in number. Compared with Compliance Management Catalog (First Batch), the following new product categories have been added into the Compliance Management Catalog 2026, including few existing categories with scope redefined.

For those new product categories that have been added on Compliance product catalog 2026 and being sold in China market, if they have hazardous substance contents exceeding the limits according to GB/T 26572-2011+Amd 1, they can still be sold in China provided the product, packaging or use instruction has the status of each hazardous substance content disclosed according to SJ/T 11364-2024.

But once Compliance product catalog 2026 becomes effective, hazardous substance contents and labeling of these newly added category products shall meet the requirements according to GB 26572-2025 by mandatory, unless the products or components of products are entitled to exemption clauses specified in the Exemption List 2026. GB 26572-2025 is also effective as of August 1st 2027. In addition, the products within the Compliance product catalog 2026 shall follow proper conformity assessment procedures.

GB 26572-2025 has hazardous substances and limits defined in Table A.1 of the standard.

These updates have significant changes on compliance of electrical and electronic products in China market. Manufacturers and retailers should pay attention to the changes and ensure products that are sold in China can meet the latest requirements.
