Amendment A2 to EN 71-3:2019 “Migration of Certain Elements” From Toys is Now ‘Harmonised’ Standard’

The European Commission published on 16 December 2025 an update of the list of references of standards to be used under Toy Safety Directive 2009/48/EC. Amendment A2 to EN 71-3: 2019 is now officially harmonised standard and its citation can be made under the EC Declaration of conformity.

As a reminder: The main changes in Amendment A2 are:

• The amendment specifies the use of CEN/TS 17973:2023, titled ‘Safety of Toys –
Categorization of Slime-Type Materials.’ This technical specification document aids in
categorizing products with slime-like properties into two distinct categories: category 1 for
dry-brittle, powder-like, or pliable materials, or category 2 for liquid or sticky toy materials.

• For samples containing grease, oil, wax (eg wax pencils), the dewaxing step has been removed due to ambiguity in its application and its negative impact on the reproducibility of the test results. Experience has shown that the use of a dewaxing step can lead to biased results and poor extraction in different materials to ensure adequate wetting. These issues prompted a revision of EN 71-3:2019+A1:2021 to remove the dewaxing procedure to improve the reliability of the test.

• It provides a detailed rationale for the determination of tin in migration solutions to check the presence of certain tin compounds (inorganic and organic tin).

• The analytical methods for chromium (VI) and chromium (III) are specified, emphasizing the 
need for neutralization immediately after the migration test to ensure the stability of the
migration solution.

• Removing “slimes” as an example of a category II toy materials in table 1 of EN 71-3

To note that previous version of EN 71-3 (EN 71-3:2019+A1:2021) can support compliance of toys with migration of heavy metals until 16 June 2027
