Australia Issues Updates to the Mandatory Safety Standard of Projectile Toys

Australian Competition and Consumer Commission (ACCC) has issued an update to the mandatory safety standard of projectile toys - Consumer Goods (Projectile Toys) Safety Standard 2020. There is a transition period of 12 months beginning on the day of commencement of the updated standard (June 12, 2020).   

According to the updated standard:

“projectile toy” means a product supplied new that:
· designed or clearly intended for use in play by a child under 14 years of age; and
· capable of launching a projectile.

A projectile toy shall comply with one of the following requirements:

AS/NZS 8124.1:2019 
o clause 4.18 projectile toys, with modification in warning statement;
o clause 4.19 rotors and propellers; or

EN 71-1:2014+A1:2018 
o clause 4.11e Mouth actuated projectile toys, with modification in warning statement;
o clause 4.17 projectile toys; or

ISO 8124.1:2018 
o clause 4.18 Projectile toys, with modification in warning statement;
o clause 4.19 Rotors and propellers; or

ASTM F963-17 
o clause 4.21 projectile toys

In addition, a projectile toy that is capable of launching a projectile more than 300mm, both the instructions accompanying with the toy and the packaging in which the toy is supplied, shall carry a warning statement:
- in English; and
- clearly legible; and
- clearly visible; and
- contains the following (or words to that effect): 
“WARNING. Do not aim at eyes or face”

There is a transition period of 12 months beginning on the day of commencement of the updated standard (June 12, 2020). During the transitional period, a projectile toy must comply with either: 
- the updated standard “Consumer Goods (Projectile Toys) Safety Standard 2020” or
- the previous standard “Consumer Protection Notice No. 16 of 2010 (Consumer Product Safety Standard for Children’s Projectile Toys)”.

After the transitional period, a projectile toy must comply with the updated standard.
