California Passes Toxic-Free Cosmetics Act

Effective January 1, 2025, the Toxic-Free Cosmetics Act prohibits the manufacture or sale of cosmetics in California that contain the following intentionally added ingredients: 

• Dibutyl phthalate • Mercury
• Diethylhexyl phthalate • Isobutylparaben
• Formaldehyde • Isopropylparaben
• Paraformaldehyde • m-Phenylenediamine and its salts
• Methylene glycol • o-Phenylenediamine and its salts
• Quaternium-15  

The Act also prohibits the manufacture or sale of cosmetics in California when the following perfluoroalky and polyfluoroalkyl substances (PFAS) and their salts are intentionally added:
 

• Perfluorooctane sulfonate (PFOS); Heptadecafluorooctane-1-sulfonic acid • Ammonium pentadecafluorooctanoate
• Potassium perfluorooctanesulfonate; Potassium heptadecafluorooctane-1-sulfonate • Nonadecafluorodecanoic acid
• Diethanolamine perfluorooctane sulfonate • Ammonium nonadecafluorodecanoate
• Ammonium perfluorooctane sulfonate; Ammonium heptadecafluorooctanesulfonate • Sodium nonadecafluorodecanoate
• Lithium perfluorooctane sulfonate; 
Lithium heptadecafluorooctanesulfonate
• Perfluorononanoic acid (PFNA)
• Perfluorooctanoic acid (PFOA) • Sodium heptadecafluorononanoate
  • Ammonium perfluorononanoate
