Effective January 1, 2025, the Toxic-Free Cosmetics Act prohibits the manufacture or sale of cosmetics in California that contain the following intentionally added ingredients:
| • Dibutyl phthalate | • Mercury |
| • Diethylhexyl phthalate | • Isobutylparaben |
| • Formaldehyde | • Isopropylparaben |
| • Paraformaldehyde | • m-Phenylenediamine and its salts |
| • Methylene glycol | • o-Phenylenediamine and its salts |
| • Quaternium-15 |
The Act also prohibits the manufacture or sale of cosmetics in California when the following perfluoroalky and polyfluoroalkyl substances (PFAS) and their salts are intentionally added:
| • Perfluorooctane sulfonate (PFOS); Heptadecafluorooctane-1-sulfonic acid | • Ammonium pentadecafluorooctanoate |
| • Potassium perfluorooctanesulfonate; Potassium heptadecafluorooctane-1-sulfonate | • Nonadecafluorodecanoic acid |
| • Diethanolamine perfluorooctane sulfonate | • Ammonium nonadecafluorodecanoate |
| • Ammonium perfluorooctane sulfonate; Ammonium heptadecafluorooctanesulfonate | • Sodium nonadecafluorodecanoate |
| • Lithium perfluorooctane sulfonate; Lithium heptadecafluorooctanesulfonate |
• Perfluorononanoic acid (PFNA) |
| • Perfluorooctanoic acid (PFOA) | • Sodium heptadecafluorononanoate |
| • Ammonium perfluorononanoate |
