Canada Publishes Revised Carriages and Strollers Regulations within the Canadian Gazette Part II

On June 7, 2023, the Canadian government published within the Canadian Gazette Part II revised requirements for Carriages and Strollers. The revised regulation is designated as SOR/2023-101 and became effective upon publication within the Canadian Gazette Part II.

Background Summary
The Carriages and Strollers Regulation was initially published under the Canadian Hazardous Products Act (HPA) in 1985. The HPA was repealed and replaced by the Canada Consumer Product Safety Act (CCPSA) and the Carriages and Strollers Regulation was transferred under the CCPSA. On June 11, 2022, Health Canada published in the Canadian Gazette Part I proposed changes to the regulations for Carriages and Strollers and solicited comments from stakeholders.

Summary of Revised Regulation
The regulation was revised to improve the safety of Carriages and Strollers by addressing five changes;

  1.  Incorporating modern mechanical requirements from other industry standards (ASTM F833 or ISO 31110). A carriage/stroller must now meet the mechanical requirements of the ASTM or the ISO referenced standard.
  2. Inclusion of the applied coating materials requirements from the Canadian Toy Regulations.
  3. Inclusion of the toxicological requirements from the Canadian Toys Regulations.
  4. Inclusion of the phthalates requirements from the Canadian Phthalates Regulations.
  5. Inclusion of new warning statements by increasing alignment of information and warning requirements with other international standards for carriages and strollers, while maintaining the official languages requirement for all information and warnings to be written in both English and French.


This regulation became effective upon publication within the Canadian Gazette Part II (June 7, 2023) The regulations also include a provision to allow for product that is currently compliant to the previous regulation to continue to be sold in Canada for a period of 180 days from the publication date of SOR/2023-101.
