Consumer Product Safety Commission Published Revisions to 16 CFR 1610 Standard for the Flammability of Clothing Textiles

The Consumer Products Safety Commission published the final rule with revisions to the existing 16 CFR 1610. The amendments to the regulation clarifies an existing burn code, and includes updates for equipment, materials, and dry cleaning chemicals for testing.

Revisions to the regulation include the following:

1) Explanation of the burn code for surface flash base burn (SFBB) was clarified throughout the regulation. The surface flash base burn (SFBB) is the basis for determining Class 2 and Class 3 for raised surface fabric.

2) The stop cord specification was updated to a 3 ply white mercerized 100% cotton sewing thread with a Tex size of 40 ± 5.

3) Under the refurbishing conditions, an additional dry cleaning solvent option (hydrocarbon solvent) was added, in addition to the current perchloroethylene, as written in the regulation.

4) Also under the refurbishing conditions, the washing/drying procedure was updated to the AATCC LP1-2021. This will require laboratories to update the washing machines used to meet the parameters of AATCC LP1-2021. However, under 16 CFR 1610.40, the current standard of AATCC 124-2006 may still be used as an option.

The rule is effective on April 22, 2024, 6 months after publication in the Federal Register.
