CPSC Approves Revised Final Rules for Bassinets and Cradles regulation, 16 CFR 1218

On November 24, 2025, the U.S. Consumer Product Safety Commission (CPSC) acting chairman accepted ASTM F2194:2025 as the new mandatory standard of reference for 16 CFR 1218 Safety Standard for Bassinets and Cradles.

Background of CPSIA
Section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), requires the United States Consumer Product Safety Commission (Commission or CPSC) to promulgate consumer product safety standards for durable infant or toddler products. These standards are to be ‘‘substantially the same as’’ applicable voluntary standards or more stringent than the voluntary standard if the Commission concludes that more stringent requirements would further reduce the risk of injury associated with the product.

Summary 
The previous version of 16 CFR 1218 referenced the ASTM F2194-13 with modifications. The ASTM F2194 was modified numerous times between the 2013 and the 2025 version. The revised versions were either not submitted to the CPSC for approval, or they were rejected by the CPSC as it was determined that a revised version did not improve the safety of bassinets/cradles.

There are many changes between the 2013 and the 2025 versions of the F2194. Some changes include, but are not limited to, warning language revisions, the addition of requirements for removable a basinet bed attached to a base/stand, the inclusion of bassinet structural elements tests, requirements for battery operated bassinets/cradles, revisions on sleep surface angles, requirements for after-market mattresses, updated instructional literature language, plus other changes.

The revised final rule, designated as 16 CFR 1218 Safety Standard for Bassinets and Cradles, with reference to ASTM F2194:2025, will become effective February 21, 2026 and will apply to bassinets and cradles manufactured on or after the effective date.
