The European Union published Regulation (EU) 2025/718 to revise the limits for Perfluorooctane sulfonic acid (PFOS) and its derivatives under EU POP Regulation. Requirements shall apply from 3 December 2025.
Background
On 26 June 2025 European Commission published Regulation EU 2025/718 in the Official Journal of the European Union. This Regulation revises requirements for “PFOS and its derivates” under EU POP Regulation. “Perfluorooctane sulfonic acid and its derivatives (PFOS)” is replaced by “Perfluorooctane sulfonic acid (PFOS), its salts and PFOS-related compounds”.
The limits are set at follows:
0,025 mg/kg (25 ppb) for PFOS and its salts and
1 mg/kg (1000 ppb) for PFOS-related substances,
Those limits are applicable as substance, in mixtures and in articles.
This amendment harmonizes the requirements for PFOS with other requirements for restricted PFAS. Therefore, specific limits for PFOS in substances or in mixtures (former 10 mg/kg), as well as limits in semi-finished products or articles (former 0,1 %) and in textiles or other coated materials (former 1 µg/m²) are replaced.
Former exemptions as listed in Point 4 and remarks on analytical methods in Point 5 of the initial Regulation are deleted.
Requirements shall apply from 3 December 2025.
