EU Publishes New Test Methods EN 71-18:2024 & EN 71-19:2024 for Toy Safety Directive

On 18 Dec 2024, the European Committee for Standardization (CEN) published two new official test methods: one is EN 71-18:2024 for determination of phenol content in aqueous toy materials and phenol migration from polymeric toy materials. Another one is EN 71-19:2024 for measuring bisphenol A (BPA) from toy materials. The two standards were developed to provide official test methods for application of Appendix C under Toy Safety Directive 2009/48/EC.

Summary

Currently, EN 71-10:2005 and EN 71-11:2005 are cited as the test methods for phenol and BPA in Appendix C of EU Toy Safety Directive 2009/48/EC.

The new standards EN 71-18:2024 and EN 71-19:2024 are intended to replace these old test methods. Conflicting standards will be withdrawn by June 2025 at the latest.

It is expected that the references of these new standards be published in the Official Journal of the European Union as harmonized standards. The date of publication in the Official Journal is not yet known.

EN 71-18:2024

Phenol (content in aqueous materials) - 10 mg/kg 

Phenol (migration in polymeric materials) - 5 mg/L

EN 71-19:2024 

Bisphenol A (BPA) - 0.04 mg/L

NOTE: Other new EN 71- 15, 16 and 17 which tackle formamide, flame retardants and preservatives respectively under Appendix C are expected to be published within the first quarter of 2025.
