On September 20th, 2024, the European Union published Regulation (EU) 2024/2462 to amend Annex XVII of the EU REACH Regulation by Perfluorohexanoic acid (PFHxA), its salts and related compounds. First restrictions will apply from 10 October 2026.
Background
By publishing Regulation (EU) 2024/2462, EU introduce further restriction of perfluorinated substances. This Regulation restricts Perfluorohexanoic acid (PFHxA), its salts and PFHxA-related compounds under EU REACH Regulation Annex XVII, Entry 79. Apart of other applications, it might be used as water / stain repellent on carpets, leather, apparel, textiles, upholstery, and paper products. It might be used as well in fire-fighting foams, paints, non-stick ware and electronic products. Restriction limits are as follows:

Perfluorohexanoic acid (PFHxA), its salts | ≤ 0.025 mg/kg in substances, mixtures or articles |
PFHxA-related compounds | ≤ 1 mg/kg (as sum) in substances, mixtures or articles |
From 10 October 2026, the restriction applies to:
(a) textiles, leather, furs and hides in clothing and related accessories for the general public;
(b) footwear for the general public;
(c) paper and cardboard used as food contact materials
(d) mixtures for the general public;
(e) cosmetic products
This restriction will extend to other textiles, leather, furs and hides not related to clothing on 10 October 2027.
This restriction will not be applicable for certain personal protective equipment, certain medical devices and textiles used as construction textiles.
From 10 April 2026 restriction will apply as well to certain firefighting foams. From 10 October 2029 the restriction will be extended to firefighting foams and firefighting foam concentrates for civil aviation (including in civilian airports).
