EU Specifies Limit for Hexachlorobenzene under POP Regulation

The European Commission published Regulation (EU) 2022/2291 on 23. November 2022 in the Official Journal of the European Union to amend the POP Regulation.

Hexachlorobenzene (CAS 118-74-1) was listed in Annex I of the POP Regulation without an Unintentional Trace Contaminant (UTC) limit value.

The Commission has determined the presence of Hexachlorobenzene as an impurity in some substances, mixtures, and articles, including pesticides, chlorinated solvents, inks, coatings, paints and toners, wood application, textile application and plastics.

The lack of a specified UTC limit value results in legal uncertainty. In order to clarify the legal situation and facilitate enforcement a limit of 10 mg/kg for Hexachlorobenzene was set for substances, mixtures and articles. 

The regulation comes into force on 13. December 2022 (twentieth day after publication in the Official Journal of the European Union) and is directly binding in all Member states.
