The European Union updated harmonised toy safety standards under the Toy Safety Directive 2009/48/EC. Standards EN 71-15:2025 and EN 71-16:2025 are added and EN 71-4:2020+A1:2025 will replace 2020 version, which can still be used until 14 March 2028.
Background
On 14 September 2026 the European Commission published Decision EU 2026/2032 in the Official Journal of the European Union to introduce new harmonized standards.
Toys which are in conformity with harmonized standards or parts thereof, are presumed to be in conformity with the requirements of Directive 2009/48/EC regarding the specific requirements.
Standard EN 71-4:2020+A1:2025 – “Safety of toys – Part 4: Experimental sets for chemistry and related activities” will be added to the list. By this, EN 71-4:2020 will be replaced but can still be used until 14 March 2028 to grant some time for adoption.
Two standards are added to the list of harmonized standards:
EN 71-15:2025 – “Safety of toys – Part 15: Formamide in foam toy materials (content)” and
EN 71-16:2025 “Safety of toys – Part 16 Certain chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) in toy materials”.
