The European Union published Regulation (EU) 2025/843 to add UV-328 to the EU POP Regulation. Requirements shall apply from 4 August 2025 and will be further reduced by time.
Background
On 15 July 2025 European Commission published Regulation EU 2025/843 in the Official Journal of the European Union. This Regulation introduces restrictions for UV-stabilizer 2-(2H-benzotriazol-2-yl)-4,6-di-tert-pentylphenol (UV-328) CAS No 25973-55-1 because of its persistent properties. This amendment was already announced by a Council Decision earlier this year.
Limits will be applicable from 4 August this year and will be further reduced over the next four years. The limits are set at follows:
- From 4 August 2025: UV-328 ≤ 100 mg/kg
- From 4 August 2027: UV-328 ≤ 10 mg/kg
- From 4 August 2029: UV-328 ≤ 1 mg/kg
Those limits are applicable as substance, in mixtures and in articles.
Only a few temporary derogations are granted for special applications, including but not limited to land-based motor vehicles, industrial coating for land-based motor vehicles, mechanical separators in blood collection tubes, triacetyl cellulose film, photographic paper, civilian and military aircrafts, and some spare parts.
