Health Canada Updates Cosmetic Ingredient Hotlist

December 3, 2019: Health Canada finalized updates to the Cosmetic Ingredient Hotlist. The following changes were made:

Dihydrocoumarin
The ingredient was changed from prohibited to restricted:
• Maximum permitted concentration of 0.035% for leave-on body moisturizers
• Maximum permitted concentration of 3.5% for rinse-off products

Disulfiram, Thiuram, Thiuram disulfides, and Thiuram monosulfides
Now under a single entry for Thiurams
Thiuram tetrasulfides added to the entry
Revised from a prohibition to restriction
• A maximum concentration of 14% for latex products

Sodium Bromate
The ingredient was amended from restriction to a prohibition
Potassium bromate and Sodium bromate were also combined into one entry for Bromates

Thioglycolic acid and its salts
New condition for hair dye products and products used in the eye area
• Maximum concentration of 11% (as thioglycolic acid) with a pH less than or equal to 9.5 for eyelash curling products, with the prescribed warning statement
• Maximum concentration of 8% (as thioglycolic acid) with a pH less than or equal to 9.5 for hair dyes, waving, or straightening products, with the prescribed warning statement 
• Maximum concentration of 11% (as thioglycolic acid) with a pH less than or equal to 9.5 for hair dyes, waving, or straightening products for professional use, with the prescribed warning statement
• Maximum concentration of 5% (as thioglycolic acid) with a pH less than or equal to 12.7 for depilatory products, with the prescribed warning statement
