Ireland has revoked its 1995 furniture fire safety order to align with the EU’s General Product Safety Regulation (GPSR), effective 13 December 2024. The change modernizes regulation, removes outdated flammability standards, and reduces market barriers—without compromising safety. Businesses may continue selling existing stock; all new products must comply with GPSR.
The Minister for Enterprise, Tourism and Employment, Peter Burke, announced the revocation of the Industrial Research and Standards (Fire Safety) (Domestic Furniture) Order 1995 on the 24th July 2026. This will align Ireland's approach to furniture product safety with the European Union's General Product Safety Regulation (GPSR), which has been applicable since 13 December 2024.
The General Product Safety Regulation places legal responsibilities on manufacturers, importers and distributors and allows market surveillance to enforce and declare product recalls where risks arise.
The Department has stressed that the revocation of the 1995 Order will not require businesses to withdraw products that are already being lawfully supplied to the Irish market. Existing furniture products can remain on the market provided they comply with the GPSR. Test methods such as EN 1021 may be used to demonstrate ignitability of material combinations such as those used in upholstered furniture.
