Japan – Revision of JIS L 0001: 2024 (Textiles - Care Labelling Code Using Symbols)

Ministry of Economy, Trade and Industry (METI) has revised JIS L 0001, which stipulates the symbols, methods, and testing procedures for handling instructions on textile products. This revision is intended to align with the corresponding international standard ISO 3758:2023. As a result, the content of the care symbols attached to textile products, both domestically and internationally, will be the same.

Requirement Summary and Effective Dates:
On August 20, 2024, the Japanese Industrial Standards (JIS) L 0001:2024 standard, titled " Textiles-Care labelling code using symbols," was published in the Official Gazette in accordance with the Industrial Standardization Act. On the same day, the Consumer Affairs Agency Public Notification No. 9 partially revised the Textile Product Quality Labeling Regulations (originally established in 2017) in line with the Household Products Quality Labeling Act (enacted in 1962).

This amendment mandates the use of the handling symbols specified in the JIS L 0001:2024 standard for displaying the following handling instructions on textile products.

• Home laundry treatment
• Bleaching treatment
• Drying process
• Ironing process
• Commercial Cleaning Process

The enforcement date and transitional measures were announced as the following supplementary provisions to the notification.
Enforcement date: August 20, 2024
Transition period: 1 year. Thus, in principle, products marked with the old handling symbols can be sold until August 19, 2025.
