Minnesota has revised and finalized the reporting rule for the PFAS in products law, also known as Amara’s Law. The initial reporting deadline is July 1, 2026 for products on the market as of January 1, 2026. In addition to the final rule, the Minnesota Pollution Control Agency (MPCA) has notified that the reporting database, PRISM, will be available in January 2026.
Summary of Key Point of Final Rule
• Reporting
o Any product or component sold on or after January 1, 2026 which contains intentionally added PFAS, information must be collected and reported by July 1, 2026. This includes products manufactured before January 2026.
o Information required to be reported:
• brief description of the product or a description of the category or type of product and numeric product codes assigned to the product,
• PFAS chemicals used in the product or its components including chemical name and CAS number or other identifier,
• Amount of each PFAS added or amount of Total Organic Fluorine if exact PFAS is unknown,
• Reason the PFAS is added,
• and manufacturer contact information.
o Details on options to group similar products/components and allowing for a group of manufacturers to report together have been added to the rule.
o For PFAS concentrations, reporting ranges of PFAS instead of exact amounts is now allowed.
o Information on waivers, extensions, trade secret requests and the one-time flat fee of $800 per manufacturer to cover implementation costs are also outlined in the rule.
• The MPCA page has also noted that the PFAS Reporting and Information System for Manufacturers (PRISM) database will be tested with a small group of manufacturers in December 2025 and available for all manufacturers in January 2026. The database is based on the High Priority Chemicals Database System used for other state reporting.
