New Labeling Requirements – General Product Safety Regulation (EU) 2023/988

As part of the transition of general product safety requirements from the Product Safety Directive with regard to Regulation (EU) 2023/988, we would like to inform you about a few new requirements for product labeling and their implementation and application in our labelling checks.

The general product safety directive will no longer be valid on December 13th, 2024.

Background
Until the 12th December 2024 the products made available to the EU market can still follow the labeling rules defined here.

The product identification and the identification of the manufacturer, its authorized representative or importer can be given either directly on the product or on the packaging.

The new regulation (EU) 2023/988 no longer offers this option and restricts:
The two labeling contents mentioned above as well as a newly added point, the “electronic address”, shall be placed “on the product or, where that is not possible, on its packaging or in a document accompanying the product”. This means that placing this marking to the product is preferred and mandatory.

The newly added identification point was initially translated in the German edition of (EU) 2023/988 with “e-mail address” from the English version, where it says “electronic address”. In a correction to Regulation (EU) 2023/288 of May 10, 2023,(published on 19th dec. 2023) this was corrected for the German and some other language versions, in which the “electronic address” is now also used instead of the expression “email address”.

At Bureau Veritas we use the EU description and definition of electronic addresses, which describes email addresses and internet addresses.
