Notice of Proposed Rulemaking 16 CFR 1632 Standard for the Flammability of Mattresses and Mattress Pads Formally Announced

UPDATE:  Notice of Proposed Rulemaking Formally Announced. Comments May Be Submitted to CPSC By January 13, 2021 

The Commission is proposing to amend the mattress standard to require a revised Standard Reference Material cigarette, SRM 1196a, which was developed by the National Institute of Standards and Technology, as the ignition source for testing to the mattress standard. The Commission proposes also that this amendment to the ignition source would be effective 30 days after publication of a final amendment in the Federal Register. The Commission is asking for any comments on the proposal.

Notice of Proposed Rulemaking: 16 CFR 1632 Standard for the Flammability of Mattresses and Mattress Pads; Proposed Amendment

On Tuesday Oct. 6, 2020 a ballot vote announced a notice of Proposed Rulemaking to reflect the proposed change from the current ignition source specification, SRM NIST Standard Reference Material (SRM 1196), to an updated ignition source known as SRM 1196a.  Currently NIIST has exhausted its supply of the reference cigarette, SRM 1196, and was unable to procure this version of the cigarette.  NIST is replacing this version with the replacement cigarette SRM1196a.  The CPSC is proposing to update 16 CFR 1632, Standard for Flammability of Mattresses and Mattress Pads, to this new ignition source reference within the Standard.  Comments are requested and will be received with 75 days from the date of the announcement in the Federal Register.

How Does this Impact You? 
This will only impact the consumable being used for testing and testing labs will be expected to purchase the new SRM 1196a for test purposes.  This will not have a direct impact the test protocols.
