Taiwan Adopted CNS 15290-2019 Safety of Textiles as Mandatory Standard for Inspection

Taiwan Bureau of Standards, Metrology and Inspection (BSMI) adopted “CNS 15290-2019 Safety of Textiles (General Requirements)” as the mandatory standard for inspection on certain textile products such as bedding, towels, underwear, swimwear, hosiery, babies’ garments and clothing accessories which becomes effective from February 1, 2021.

The safety requirements relative to physical properties of textiles for children shall meet the requirements of CNS 15291:2019. CNS 15291: 2019, which is a modified version of BS EN 14682:2014, the standard clarifies the specific requirements of cords and drawstrings on children’s clothing, including costumes and skiwear, for children up to the age of 14 years.

In the 2019 version, the major amendments compare with old version:  

1)    Adjustable tabs are permissible provided that the length is no more than 7.5 cm, and shall have no button, toggle, buckle on the free end which may present an entrapment hazard. 
2)    Chest and waist area – Garments worn from waist down without shoulder straps, braces or sleeves (e.g. trousers, shorts, skirts, briefs, bikini bottoms) shall not have free ends of drawstrings longer than 20 cm at each end when the garment is in a relaxed natural state.
3)    Sleeves – Drawstrings, functional cords and decorative cords positioned below the elbow on long sleeves, shall not hang below the lower edge and free ends shall be no longer than 7.5 cm.
4)    Halter neck-style garments – shall be constructed with no free ends at the neck and throat area. The use of a clip or fastening of two cords is acceptable, provided these do not result in free ends of cords when garment is worn.
