Update: Notice of Proposed Rulemaking: 16 CFR 1610

Federal Proposed Update:
The U.S. Consumer Products Safety Commission Notice of Proposed Rulemaking (NPR) was published today, September 14, 2022, in the Federal Register.

Suggested changes are included in the Notice and public comments are requested.  General comments should address any concerns for entire law, and specifically address the following topics of concern as outlined in the proposal:

1)    Updates to the current raised fiber burn codes used for reporting a burn observation
       o Possible revisions to burn codes for clarity purposes
       o Revision to redundant codes

2)    A proposed amendment for the stop cord specifications

3)    Proposed additional dry cleaning options in addition to the current perchloroethylene written in the regulation, due to restrictions for the use of this solvent

4)    Proposed updates for the prescribed washers and dryers used and references outlined in the law 

5)    Test results from studies to support possible new laundering and dry cleaning options outlined for proposed amendments in the law.

Companies are encouraged to provide comments during the open comment period.  The proposed final rule will take effect 6 months after publication of a final rule, unless there is good reason to change this proposed date. 
   •Deadline for Written Comments: Submit comments by November 14, 2022. 

   •Deadline for Request to Present Oral Comments: Any person interested in making an oral presentation must send an email indicating this intent to the Office of the Secretary at by October 31, 2022.
