U.S. Consumer Product Safety Commission Updates HTS List for eFiling of Certificates of Compliance

Feb. 7 2026

On January 27, 2026, there was an updated HTS  (Harmonized Tariff Schedule) code list posted on the U.S. Consumer Product Safety Commission (CPSC) eFiling Document Library.

This is the list of codes that will be flagged in the Automated Commercial Environment (ACE) once eFiling becomes mandatory on July 8, 2026.

Please take note that this list does not include all possible HTS codes that may include product requiring certification. CPSC continues to provide guidance to importers indicating that this list should not be used to determine if electronic certification is required.

If you know you have products that require electronic certification and the HTS code is not found on this list, it is your responsibility as the importer to ensure proper certification is completed.

REMINDER: The mandatory effective date for eFiling is July 8, 2026 unless the product is imported into a Foreign Trade Zone (FTZ) which will have a mandatory effective date of January 8, 2027.

The published document can be found here: Federal Register: Certificates of Compliance

Further information on eFiling can be found on the BV website: Bureau Veritas U.S. CPSC eFiling
