U.S. CPSC Publishes Crib Mattress Direct Final Rule

On Thursday, February 12, 2026, the U.S. Consumer Product Safety Commission (CPSC) staff published within the Federal Register a Direct Final Rule (DFR) for 16 CFR Part 1241, Safety Standard for Crib Mattresses. 16 CFR Part 1241 will now reference ASTM F2933-25, Standard Consumer Safety Performance Specification for Crib Mattresses as mandatory with modifications.

The previous version of 16 CFR 1241 referenced the ASTM F2933-21 as mandatory with modifications. There was a F2933-21a version of the standard published that incorporated some, but not all of the modifications from the initial 1241 rule. The CPSC was not notified by the ASTM about the publication of the F2933-21a version of the standard. The Direct Final Rule will now reference the ASTM F2933-25 with modifications.  

Summary of Modifications to ASTM F2933-25

• Clarification on testing full-size and non-full-size crib mattresses
• Added a test mattress sheet to the Mattress Dimensional Measurements for full-size crib mattresses evaluation and also added a section defining the type of mattress sheet to be used for testing. 
• Added a clarifying figure to assist in testing
• Several modifications are editorial (eg: renumbering of sections)

This Direct Final Rule will become effective May 3, 2026 unless the CPSC receives any significant or adverse comments by March 16, 2026.
