U.S. CPSC Publishes Direct Final Rule for Frame Child Carriers

On Thursday September 1, 2022, the U.S. Consumer Product Safety Commission (CPSC) staff published within the Federal Register a Direct Final Rule for 16 CFR Part 1230, Safety Standard for Frame Child Carriers. 16 CFR Part 1230 will now reference ASTM F2549-22, Standard Consumer Safety Specification for Frame Child Carriers as mandatory with no modifications. 

The previous version of the 16 CFR 1230 referenced the ASTM F2549-14a with no modifications. The F2549-22 version includes a new definition for attachment system, a revision to the flammability requirement, a revised dynamic strength performance test, a revised torque test for protective components, an inclusion of warning label formatting per ANSI Z535.4, plus other editorial changes. 

This Direct Final Rule will become effective December 3, 2022 unless the CPSC receives any significant or adverse comments by October 3, 2022.
