U.S. CPSC Publishes Direct Final Rule for Infant and Cradle Swings

On Monday April 20, 2026, the U.S. Consumer Product Safety Commission (CPSC) staff published within the Federal Register a Direct Final Rule (DFR) for 16 CFR Part 1223, Safety Standard for Infant and Cradle Swings. 16 CFR Part 1223 will now reference ASTM F2088-25, Standard Consumer Safety Performance Specification for Infant and Cradle as mandatory with no modifications.

The previous version of 16 CFR 1223 referenced the ASTM F2088-24 as mandatory with no modifications. The F2088-25 version made a revision to the scope within section 1.3, revised the definition for a cradle swing, added a test method for the suffocation hazard visibility test, and revised the warnings section. The 2025 version also contains other editorial changes.

This Direct Final Rule will become effective July 25, 2026 unless the CPSC receives any significant or adverse comments by May 20, 2026.
