U.S. CPSC Publishes Direct Final Rule for Play Yards

Jan. 30 2025

On Wednesday, January 29, 2025, the U.S. Consumer Product Safety Commission (CPSC) staff published within the Federal Register a Direct Final Rule (DFR) for 16 CFR Part 1221, Safety Standard for Play Yards. 16 CFR Part 1221 will now reference ASTM F406-24, Standard Consumer Safety Specification for Non-Full-Size Baby Cribs/Play Yards as mandatory with modifications.

The previous version of 16 CFR 1221 referenced the ASTM F406-19 as mandatory with modifications. There was a 2022 version of the ASTM F406 that the CPSC chose not to adopt as a mandatory reference as they concluded that the 2022 version did not improve the safety of play yards. The 2024 version of the F406, when compared to the 2019 version, contains warning language and formatting changes, additional definitions to assist in testing, additional and updated test figures, a new requirement for cords/straps that can form loops, plus many other editorial changes to the standard.

This Direct Final Rule will become effective April 5, 2025 unless the CPSC receives any significant or adverse comments by February 28, 2025.
