U.S. CPSC Publishes Direct Final Rule for Sling Carriers

On Friday August 19, 2022, the U.S. Consumer Product Safety Commission (CPSC) staff published within the Federal Register a Direct Final Rule for 16 CFR Part 1228, Safety Standard for Sling Carriers. 16 CFR Part 1228 will now reference ASTM F2907-22, Standard Consumer Safety Specification for Sling Carriers as mandatory with one modifications.

The previous version of the 16 CFR 1228 referenced the ASTM F2907-19 with one modification. ASTM published a 2021 version of the F2907 in January of 2022. The F2907-22 version was published in May of 2022. The changes in the 2021 and the 2022 versions of the F2907 include a revised definition for static load, an allowance for warnings required to be present on packaging stating that if warnings on the product are visible through the packaging then the warnings do not need to be repeated on the packaging, a revision to warning formatting as per ANSI Z535.4, plus other editorial revisions.

The modification in the Federal regulation, as stated in 16 CFR 1228 states, “Warning labels that are attached to the fabric with seams shall remain in contact with the fabric around the entire perimeter of the label, when the sling is in all manufacturer recommended use positions.”

This Direct Final Rule will become effective November 19, 2022 unless the CPSC receives any significant or adverse comments by September 19, 2022.
