U.S. CPSC Publishes Direct Final Rule for Soft Infant and Toddler Carriers

On Wednesday, November 20, 2024, the U.S. Consumer Product Safety Commission (CPSC) staff published within the Federal Register a Direct Final Rule for 16 CFR Part 1226, Safety Standard for Soft Infant and Toddler Carriers. 16 CFR Part 1226 will now reference ASTM F2236-24, Standard Consumer Safety Specification for Soft Infant and Toddler Carriers as mandatory with no modifications.

The previous version of 16 CFR 1226 referenced the ASTM F2236-14 as mandatory with no modifications. There were two revisions to the ASTM F2236 with a 2016 and a 2016a version but the ASTM did not notify the CPSC of these revised versions. The ASTM did notify the CPSC on the 2024 version of the F2236 standard. The changes to the F2236-24 standard since the 2014 version include revisions to the test for fastener strength and strap retention, the addition of definitions for primary and secondary load bearing fasteners, warning requirement revisions, plus other editorial revisions.

This Direct Final Rule will become effective February 22, 2025 unless the CPSC receives any significant or adverse comments by December 20, 2024.
