Overview
Washington’s Recycling Reform Act (2025) establishes a statewide Extended Producer Responsibility (EPR) program for packaging and paper products. Producers must act now to ensure compliance.

Key Requirements
• Appoint a Producer Responsibility Organization (PRO) by January 1, 2026
• PROs register with the state by March 1, 2026
• Producers join a PRO or register independently by July 1, 2026
• Full program implementation by 2030

Compliance with Extended Producer Responsibility (EPR) laws requires producers to have a full understanding and transparency of their supply chain. Producers must determine if they are obligated under each EPR law and register with the proper state Producer Responsibility Organization (PRO).
