EU PPWR Timeline and Implementation Schedule

PPWR entered into force on 11 February 2025 and applies from 12 August 2026. Obligations then arrive in waves: harmonized labels in 2028, recyclability grades and recycled content minimums in 2030, and tightening targets through 2040. The full schedule is below.

What must be in place by 12 August 2026?

Chemicals and paperwork: substance limits verified by testing, EPR registration per Member State, and the technical file with its Declaration of Conformity, including design evidence. The 2026 requirements page covers each obligation; the readiness check shows where you stand.

What changes in 2028: honest labels

From 12 August 2028, packaging must carry standardized EU labels showing material composition so consumers can sort for recycling, plus digital tagging for substances of concern. Artwork lead times make this a 2027 project in practice: label review before printing avoids non-compliant artwork and reprints.

What changes in 2030: design rules tighten

Recyclability grades: A (95%), B (80%), C (70%) by weight. Below C is banned. Early grade evaluation through EN 13430 self-assessment shows where you stand while design changes are less costly.
Recycled content: plastic packaging needs 10 to 35% recycled content by type, verified through recycled content certification (GRS, RCS, ISCC, ISO 14021).
Minimization: packaging reduced to the minimum needed, with an empty space cap of 50% for certain packaging, supported by EN 13428 review and ISTA transport simulation tests proving lighter packaging still protects the product.
Format bans: specific single-use plastic formats leave the market.

Why the timeline is not a waiting game

The evidence chain connects the waves: the technical file you build for 2026 is the same file the 2030 grades will attach to, and the design data you gather now determines whether 2030 requires a redesign or a signature. Delegated acts land through 2027 and 2028, so the rules keep sharpening; regulatory monitoring and training keeps your compliance current without restarting from zero.

The Article 24 empty space ratio applies to grouped, transport, and e-commerce packaging from 1 January 2030 or three years after the implementing act, whichever is later; the calculation methodology is due before 12 February 2028. It is separate from the Article 10 minimization requirements, which apply to all packaging.
