PPWR Compliance Steps for Businesses: Check Your Readiness

PPWR compliance follows four steps: map where you stand, meet the 2026 obligations, build evidence for 2028 and 2030, and stay current as the rules evolve. The readiness check below tells you which step you are on and what to do first.

What are the four compliance steps?

Assess: know exactly where you stand. A gap analysis maps your packaging portfolio and supply chain roles against every PPWR requirement and deadline, and hands you a sequenced action plan. Unsure of your role? Start with who must comply.

Comply: meet the 2026 obligations. Substance testing (heavy metals, PFAS), EPR registration (https://www.cps.bureauveritas.com/needs/extended-producer-responsibility-epr-packaging-compliance-services), and the technical file with Declaration of Conformity. Details: PPWR requirements 2026.

Prove: build evidence for 2028 and 2030. Recyclability self-assessment and early grade evaluation, recycled content certification, and label review. Deadlines: the PPWR timeline.

Sustain: stay compliant as rules evolve. Regulatory monitoring and training as delegated acts land through 2027 and 2028.

Check your readiness in ten questions

Answer yes or no. Every no points to a concrete next action.

  1. Do you know which PPWR role, or roles, your company holds?
  2. Have you mapped which of your packaging ends up on the EU market?
  3. Have you tested your packaging for the four restricted heavy metals?
  4. If you make food contact packaging: have you tested it for PFAS?
  5. Is your EPR registration in place in every Member State where you place packaging?
  6. If you sell into the EU from outside: have you appointed an authorized representative?
  7. Do you hold a technical file (Annex VII) and signed Declaration of Conformity (Annex VIII)?
  8. Can you demonstrate recyclability with documentary evidence in the technical file?
  9. Are you tracking the delegated acts arriving through 2027 and 2028?
  10. Optional: have you checked your packaging against the 2030 minimization rules and bans?

The downloadable PPWR Readiness Checklist pairs each question with the requirement behind it, the deadline, and the service that closes the gap. Leave your details and we send it over.
