PPWR Technical File and Declaration of Conformity

Under EU PPWR, every packaging placed on the EU market needs a technical file (Annex VII) and a signed Declaration of Conformity (Annex VIII), held and shown to authorities on request. We build them with you, or independently review what you drafted in-house.

What the two documents contain

Technical file (Annex VII): a description of the packaging and its components, the applicable requirements, the assessments and standards or methodology used (for example EN 13428 to 13432), and supporting test reports
Declaration of Conformity (Annex VIII): an identification number, the manufacturer's name and address, identification of the packaging, the statement of conformity, references to requirements and standards, and a signature

There is no official EU template. Where criteria are not yet fully defined by delegated acts, the file sets out your evaluation methodology and justifies it.

Two ways we support you

We create it with you. We assemble the technical file and DoC from your packaging data and our test results, so the documentation is complete from day one.

We review what you built. Already drafted in-house? An independent review checks your file and DoC against Annexes VII and VIII, verifies the evidence is complete and defensible, and hands you corrective guidance where it is not. This route also gives importers verification without confidentiality friction.

Who needs this, and when?

The manufacturer carries the conformity assessment and both documents; importers must verify they exist before placing packaging on the market. Market surveillance authorities can request them from 12 August 2026. Unsure which role you hold? See who must comply with EU PPWR.

Frequently asked questions
