China Mandatory Toy Standards GB 6675.1, GB 6675.2, GB 6675.3 and GB 6675.4 Updated

New editions of China mandatory toy standards GB 6675.1, GB 6675.1, GB 6675.3 and GB 6675.4 have been released, and the effective date is November 1, 2026.

Below are the highlights of changes in comparison to the 2014 edition.

GB 6675.1-2025 Safety of toys – Part 1: Basic code

• Removed the definition of ‘functional toy’, ‘olfactory board game’, ‘cosmetic kit’, ‘gustative game’, ‘simulated protective equipment’, ‘toy bicycles’, and ‘recall’ (olfactory board games, cosmetic kits, and gustative games are now covered under GB/T 6675.10-2025). Added the definitions for ‘food contact toy’, ‘slime and similar toy’, ‘modelling clay and putties’, and ‘elastomer’.
• Added the restriction of food imitation toys that might be mistaken by children as real food.
• Besides chemical toys, no toy product with device that produces open flame shall be designed.
• Unless otherwise specified, chemical requirements are exempted when amount of a single material in a single sample is below the minimum sample size required by the corresponding testing method. Packaging that has play value or is intended to be retained for playing should also comply with the relevant chemical requirements. Food imitation toys shall meet relevant requirements for intended mouthable toys.
• Removed the requirement that toy cosmetics shall comply with relevant cosmetic regulations.
• Added requirements that internal components of toys with a voltage exceeding 24 V shall not cause electric shock hazards.
• Added hygiene requirements for plant seeds and plant materials. Plant seeds used as toy fillings shall undergo sterilization treatment; materials of wood or plant origin shall be free from decay and insect infestation. Added requirements of toy products shall be absent of peculiar odour.
• Added requirements that toys shall not produce harmful electromagnetic radiation.
• Added ingredient labeling and specific warning requirements for toy cosmetics; toys contained in or mixed with food item shall be labeled with specific warnings.
• Added list of prohibited fragrances and allergenic fragrances required labeling in Appendix A
• Section 6 specifies corresponding referenced test methods for toy product requirements.
• Section 7 specifies implementation measures of toy requirements. For toy products manufactured or imported according to the previous version requirement before the implementation date (November 1, 2026), they shall comply with the new requirements starting from the 13th month after the implementation date.
• Revised Appendix A. Required warning statements for toy products to be referenced in other toy standards.

GB 6675.2-2025 Safety of toys – Part 2: Mechanical and Physical properties

• Added and revised various definitions.
• Added various warning location requirements, together specifies warning statements and instructions for corresponding hazards in Appendix B.
• Added instructions for the measurement method of flexible plastic bag sizes.
• Added acceptable ventilation holes construction scenarios for toy products with enclosures.
• Revised maximum speed limit for electrical driven ride on toys based on intended age.
• Revised description of scope of ‘mouth-actuated toys’.
• Revised requirements for cords and straps on various toy products, like yo-yo balls, straps worn fully or partially around the neck, pulling cord on sled, etc.
• Added requirements of toy scooters and flying toys.
• Revised requirements of ‘small part’, ‘cord’, ‘projectile toy’, and ‘acoustics’. Revised test methods of ‘plastic film ad sheet thickness’, ‘cord’, ‘large heavy toy tipping hazard’, and ‘acoustics’.
• Added tolerance to head probe and clarify various testing procedures.
• Added informative appendix D food imitation evaluation guidelines and informative appendix F protrusions in bath toy design guidelines.
• Section 6 specifies implementation measures for toy products manufactured or imported before the implementation date (November 1, 2026), they shall comply with the new requirements starting from the 13th month after the implementation date.

GB 6675.3-2025 Safety of toys – Part 3: Flammability

• Added specific materials of ‘toy which a child can enter’ into the scope.
• Added and revised various definitions.
• Added exemption to highly flammable liquids defined in GB/T 6675.10.
• Clarified classification to toys to be worn on head.
• Added requirement of wind speed in testing chamber at pre-testing stage.
• Added purity requirement of butane and propane gas. Revised burner location specifications.
• Added and revised toy disguise costume test sample specifications and testing procedure.
• Revised soft filled toy flammability requirement and testing procedure.
• Added toy disguise costume examples, applicable requirement and sampling procedure in informative Appendix A.
• Section 6 specifies implementation measures for toy products manufactured or imported according to the previous version requirement before the implementation date (November 1, 2026), they shall comply with the new requirements starting from the 13th month after the implementation date.

GB 6675.4-2025 Safety of toys – Part 4: Migration of certain elements

• Revised definition of ‘paper and paper board’ and added ‘natural stone/gemstone’ into ‘glass/ceramic/metal’ classification. Added definitions of ‘accessible’, ‘slime and similar toy’, ‘modelling clay and putties’, ‘toy cosmetic, and ‘method blank’.
• Added limits for ‘finger paint’, ‘toy cosmetic’, ‘slime and similar toy’. Revised Barium limit for ‘modelling clay and putties’.
• Added Boron limit for ‘modelling clay and putties’. Added correction factor for quantification of boron migration content.
• Added two dewaxing procedures.
• Editorial revision of appendices. Add appendix E precision analysis of inter-laboratory validation results.
• Section 11 specifies implementation measures for toy products manufactured or imported according to the previous version requirement before the implementation date (November 1, 2026), they shall comply with the new requirements starting from the 13th month after the implementation date.

These updates have significant changes on various requirements, particularly on chemical requirements, of toy products in China market. Manufacturers and retailers should pay attention to the changes and ensure products that are sold in China can meet the latest requirements.
