China Updates Mandatory Standards for Leather and Fur Products, Jewelry, and Umbrellas

China has announced 20 new and updated mandatory standards in No 14 announcement of National standards of 2026 on March 31st, 2026. Among these standards there are few standards that have significant impact on consumer products, including GB 20400-2026, GB 28480-2026, and GB 31892-2026.

GB 20400-2026 Safety Technical Specification for Leather and Fur Products
Scope of this updated standard has expanded covering recycled leather and have definition of infant products revised for products to 36 months and below.
Besides banned azo dye and formaldehyde restrictions that were already in place in 2006 version of the standard, this version has added many chemical restrictions, including:
• Chromium VI,
• Short Chain Chlorinated Paraffins,
• Phthalates, applicable to materials with coating thickness at 150 μm and above,
• Chlorophenols,
• Heavy metals,
• Dimethyl fumarate.
GB 28480-2026 Jewelry—Technical Requirements for Safety
In comparison to the 2012 version of the standard covering adornments and ornaments, scope of this updated standard has reduced to jewelry products only.
Besides heavy metal contents and nickel release requirements that were already in place in 2012 version, this version has added both mechanical and chemical requirements, including:
• Banned azo dyes and formaldehyde restriction in textile, leather and fur materials,
• Short Chain Chlorinated Paraffins restriction,
• Phthalates restriction, applicable to plasticized materials,
• Small part hazards and labeling requirement to products to young children,
• Sharp points and sharp edges, including labeling requirements when these features are functional,
• Hazardous magnetic components,
• Breakaway feature of children jewelry,
• Jewelry products operated with batteries, including button cell batteries, with restriction on battery accessibility,
• Jewelry products filled with liquids.
GB 31892-2026 General Safety Specification for Umbrellas
GB 31892-2026 has consolidated safety requirements of adults and children’s umbrellas, which were governed by GB 31892-2015 and GB 28477-2012 respectively in China market.
This version has added both mechanical and chemical requirements from previous versions, including and not limited to:
• Short Chain Chlorinated Paraffins restriction, applicable to certain accessible plasticized materials,
• Phthalates restriction, applicable to certain accessible plasticized materials,
• Small parts hazard and warning requirement,
• Labeling requirement of children umbrellas.
Grace period:
If jewelry products fall within the scope of GB 28480-2026 are manufactured or imported before the effective date of the standard, they shall meet the requirements of GB 28480-2026 by the 13th month after the effective date.
If umbrella products fall within the scope of GB 31892-2026 are manufactured or imported before the effective date of the standard, they shall meet the requirements of GB 31892-2026 by the 13th month after the effective date.
If leather and fur products fall within the scope of GB 20400-2026 are manufactured or imported before the effective date of the standard, they shall meet the requirements of GB 20400-2026 by the 19th month after the effective date.

These are mandatory standards with changes that have significant impacts on the requirements of related products in China market, particularly scope of certain standard has changed from the previous version.
