Luxembourg has amended the Grand-Ducal Regulation of ceramic food contact items to further lower the migration limits for lead and cadmium.
Requirement Summary and Effective Dates:
On May 27th, 2026, Luxembourg published a revision to the requirements for food contact ceramic products: the Grand-Ducal Regulation of May 19, 2026, related to Decision M (2024) 5 of the Benelux Committee of Ministers of November 29, 2024 regarding food contact ceramics.
The law came into effect on May 29th, 2026.
The new leachable lead and cadmium limits in Food Contact Ceramic Products in this revision are as listed below:
Category | Lead | Cadmium |
Category I: | ≤ 6 µg/dm² | ≤ 4 µg/dm² |
Category II: | ≤ 30 µg/L | ≤ 20 µg/L |
Category III: | ≤ 10 µg/L | ≤ 7 µg/L |
Articles exceeding these limits are prohibited from being manufactured, imported, possessed/transported for sale, being sold, offered for sale, or transferred in Luxembourg.
The amendment also clarifies in the amended Article 3 that ceramic articles complying with the regulation must still show appropriate documentation to EU authorities as necessary, and states that analytical testing of lead and cadmium in ceramic articles should consider the following:
- The composition of the substances used in the manufacture of the article
- The (potential) use of lead/cadmium containing substances in food contact ceramic
- Any additional documentation/information from suppliers
- Test results from tests conducted on similar articles or materials
