New York State Restricts Chemicals in Menstrual Products

On December 19, 2025, the New York State Governor signed SB1548 into law.  This law restricts specific chemicals from being intentionally added to menstrual products.  The law will become effective twelve months after enactment, or December 19, 2026.

Newly enacted NY SB1548 restricts intentionally added substances at any level in disposable and reusable menstrual products.  

Restricted substances include, but are not limited to, lead, mercury, formaldehyde, triclosan, talc, toluene, butylphenyl methylpropional, isobutyl-, iospropyl-, butyl-, propylparaben, dibutyl phthalate, di(2)exylhexyl phthalate, and per- and poly-fluoroalkyl substances (PFAS).

Timeline

As of December 19, 2026

• No intentionally add substance at any level allowed
 • Dept of Health to establish levels

By January 1, 2029 (or within two years of the levels being established, whichever is earlier)    

• Assess any levels above the minimum, feasible thresholds and update regulations

Every 5 years, minimum    

• Reassess thresholds
