Over the past several years, multiple U. S. states have passed laws prohibiting the use of certain substances in cosmetic products.
This document is intended to provide an overview of the state cosmetic ingredient bans as of June 1, 2024.
Prohibited Intentionally Added Ingredients
In 2020, California was the first state to prohibit multiple intentionally added substances in cosmetic products. Over the next several years Maryland, Oregon, Vermont, and Washington passed similar laws prohibiting the use of certain substances in cosmetic products and California passed as second law prohibiting additional intentionally added ingredients in cosmetic products.
Effective Dates:
•California AB 2762: January 1, 2025
•California AB 496: January 1, 2027
•Maryland HB 643: January 1, 2025
•Oregon SB 546: January 1, 2027
•Vermont S.25:
o Styrene, Octamethylcyclotetrasiloxane, and Toluene are prohibited effective January 1, 2027
o All other ingredients are prohibited effective January 1, 2026
•Washington HB 1047: January 1, 2025
