Washington DC – New Licensing Requirement for Upholstered Furniture and Bedding

Dec. 13 2023

Similar to other state requirements for Bedding and Upholstery Furniture, licenses are now required for specific products if sold in Washington DC. The Office of Food, Drug, Radiation, & Community Hygiene Portal is now accepting applications for Bedding and Upholstery Licenses.

This new state law requires the manufacturer, retailer, importer, wholesaler, renovator, and/ or sanitizer, of an upholstered product to register, license and label these products before sale in Washington DC. The labels will follow the standard Uniform Label format. This enforcement (which is similar to other states) will help provide the state the ability to review stuffed products for used or contaminated filling materials. Washington DC requires the following products to be licensed:

  • Mattresses, foundations, and futons
  • Waterbed mattresses
  • Filled Home textile products such as bed and decorative pillows
  • Mattress pads
  • Juvenile Products such padded baby carriers, strollers, bouncy seats, and changing tables
  • Comforters and quilts / Cushions
  • Reclining chairs
  • Sleeping bags and pads / Sleeping pads
  • Sofas/loveseats
  • RV furniture
  • Exercise equipment: Padded tables, yoga mats
  • Upholstered dual purpose furniture (non-medical)
  • Bulk filling material
