Minnesota PFAS Rulemaking and Reporting Updates

The Minnesota Pollution Control Agency (MPCA) is advancing implementation of the state’s PFAS in Products Law, also known as Amara's Law.  While some parts have already gone into effect such as the 11 product category ban on intentionally added PFAS, MPCA is continuing work on other areas that become effective later this year and in the future.

Reporting Update
• PFAS Reporting Information System for Manufacturers (PRISM) launched January 30, 2026 and version 1.1 has now been released based on feedback from early users.
• An updated supplemental guide is available to navigate the system.
• MPCA has indicated that about 240 companies have already registered in the system.
• Manufacturers must report PFAS in products sold or distributed in 2026 by July 1, 2026.

Currently Unavoidable Use Rule

Purpose of the Rule: Establish criteria for determining which PFAS uses qualify as "currently unavoidable" and can continue after 2032.

Feb. 26 - March 27, 2026: 30-day feedback period on rule concepts
• Spring/Summer 2026: Rule revision based on feedback; limited public updates
• Fall 2026: Updated concepts shared via webinar/stakeholder groups
• Winter 2026-2027: Additional webinar with concept updates
• 2027: Final rule development with public input process
